The Constitution almost never allows the government to discriminate based on race, even if they claim they’re doing it to help or to comply with old laws. The court ruled that Louisiana’s second district was an unconstitutional racial gerrymander. And to understand why this is a win and not a loss, you have to understand the two very different ways people are looking at redistricting, particularly when it comes to these minority-heavy districts.
